These in the mid-longterm can enable attract global talent and capital thus enhancing Tanzania's competitive advantage in global business.Demerit- May be his dismissal process of civil servants doesn't follow sound HR policies and specific organisational practices.Africa needs institutional reforms to fast advance to another level of development (service provision).
